I’ve heard Twenty Mule Team Borax is a good product for indoor flea control. How do I use it?

My two small dogs (12 lbs. each) and my 8 cats have to be house pets because of our neighborhood. We have speeding drivers, big dogs running loose & “mean widdle kids”. Buying flea control from our vet is getting too expensive. I have to do something. Someone on this site said the Borax product was good for getting rid of fleas, but how do I use it?
Help appreciated.
